I hope my statement above is clear, you can exchange referrals, we just "worry" about the ones who're not active but as long as they way you get them is valid (which exchanging is) this isn't the problem, only the activity of them, which in that case we do reserve the right to reject payments for inactive referrals (we really normally don't do that, but only with users who really try to abuse the system).
