Hello,
i have two computers and one account.
can i open another account in my second computer (its in the other room)

Not exactly.

It has to be:

1) 2 different addresses and names.
2) 2 different IPs.

Same account and especially in the same room sounds to me like impossible case of having 2 accounts.

I think he can.
If you in the other computer that still are not registered and when you go to registration section you can, then let's go to register!

But he needs a different address as well - doesn't sounds to me like it happens in this case.
