No, Advertisers always want genuine users & if you have already done an offer before on a competitor site before then please don't redo the same offer.

I have not done the offer on a different competitor site. only registered to find out it doesn't pay well so I left it at that

There is no one answer to that question.
Some advertisers might pay you for the registration, some might place strict scrubbing system that would literally never accept any type of "duplicated" registration even if it was a long time ago, so there is no one single answer to that question.
You are always welcome to try and registering for some offers, in most cases you have nothing to lose because the majority of our offers never ask you to make a payment.
