I has all of your bank account info there so you can fill it in.
So go to paypal, click verify by bank account, then fill out all the info that it has on the page.
paypal takes 2-3 days to deposit those random amounts and then your verified! Good luck!

You can get a Prepaid Card even if you're under age. It's a card that you can top-up (load) with money and then it functions as your own "Credit Card" and you can use it online with websites like PayPal or even offline to buy products with it physically in the stores.
