Yes, that's right,
The activity of the referrals is the most important thing :)

The trick is to have active referrals,
The number of your referrals isn't important if they're not active.

We don't allow users to sell referrals just because it can create a huge problem. If we allow users to sell referrals and referral it self is not active then it will make the other user upset. But what you can do is check out our Referral Forum: http://www.get-paid.com/forum/forumdisplay.php?31-Referrals-Forum and pick up some tips on getting good amount of referrals which can help you and your referrals make money :).
